Synopsis: In a future where individuals with superhuman abilities (referred to as "Specials") are discriminated against and heavily policed, Connor Reed (Robbie Amell), an ex-con with electric powers, is forced to work with his estranged brother Garrett (Stephen Amell) to protect a teenage girl named Mikayla (Altar Vincent) who witnessed the brutal murder of her brother by a corrupt police officer. As they uncover a deeper conspiracy, they face not only the corrupt officer and his forces, but also a powerful drug lord Connor is indebted to.

Story: Picking up where the first film left off, the story follows Connor and Garrett navigating the tense relationship between the police and the "Specials." The arrival of Mikayla, driven by vengeance for her brother's death, throws them into a dangerous confrontation with the authorities, forcing them to make difficult choices and confront their own pasts.
